Since Water Operator Partnerships (WOP) were presented by the United Nations, this approach has been applied in water utilities in developing countries with the aim of contributing to fulfilment of the MDG goals. These WOPs are partnerships between utilities, which operates on the principle of sharing knowledge and experiences on a not-for-profit basis. This study focuses on the functioning of such partnerships and the impact it has on the capacity of the receiving water operator. To develop this study an analytical framework was formulated to analyze a WOP. The framework includes the nature of the partnership, partnership characteristics, and the partnership in practice, capacity development activities and the impact of the partnership on capacity. The study focused on the case study of a partnership in Mongolia between Vitens Evides International (VEI) and USUG (Water Supply and Sewerage Authority of Ulaanbaatar). In assessing the way the partnership functioned in practice, the study found that trust is an important aspect of this partnership. Trust was built between two partners as a consequence of VEIs̀ efforts. In the same way, the willingness to change of the recipient partner is crucial for the success of the partnership. The study explored the activities that have been implemented by the partnership and looked at the influence of these activities on capacity (in terms strategic management, organizational structure, process management, planning, financial management and resources). Measuring the exact capacity changes, however, has proven very difficult. Semi-structured interviews based on Lusthauss̀ (2002) capacity dimensions gave information about current capacity level of organization. However, it was difficult to determine the capacity change in the organization and the individuals after three years. Thus, I have attempted to evaluate change capacity based on evidence to which capacity element have changed as a result of an activity. Although some changes are identified by my study, not all proposed changes were not completely adopted. In this case I recommend that the project duration for WOPs needs to be longer (between five to ten years). The study also emphasize the WOP has limited power. Due to weak institutional arrangements and regulatory framework, the countrys̀ unstable economic situation, WOP face problems with financial autonomy, reform and tariff policy that is problematic to overcome in a short period. Overall, however, I would say WOP is useful partnership approach among the public utilities.
