Contexte
To exacerbate this already challenging situation, insecurity, characterized by clashes between armed groups and terrorist activities since 2012, continues to afflict the country, particularly in the north. The recent March 2016 Harmonized Framework reports that 2.6 million people in Mali will be considered food-insecure in next July-September lean period and at least 423,243 will face food crisis during the same period. The UN’s World Food Program (WFP) estimates that one in five households in Gao, Kidal and Timbuktu are confronting life-threatening shortages . Moreover, the armed conflict is causing massive population movements in the northern and central regions - Gao, Timbuktu, Kidal and Mopti, adding to the stress of an already desperate state. An estimated 139,502 Malians are migrating to neighboring countries to seek refugee . The risk of inter and intra-community conflicts related to the management of natural resources (land, grazing areas, water resources, and food) are enormous and are anticipated to add additional human and material damage
