Objectifs  : Secure the livelihoods of breeders and strengthen their resilience

Contexte
• High cereal deficit in Niger (-519,639 tons) with Tillabery region mostly affected (-164,146 tons) • High forage deficit (-10,222,308 tons) to cover only 6 months or 50% of the herd needs • Tera Department considered as extremely vulnerable by the State of Niger by the end of 2011 • 3 municipalities out of 8 are affected in the Department, which amounts to 209,543 persons in 159 villages • Resilience capacities of pastoralists and agro-pastoralists reduced due to recurrent droughts in 2005, 2009 and 2011 • VSF-B and CESAO-PRN already active in Tera Department with LIKES-OFDA • VSF-B plans to implement a development project by 2012/2013, but not in an emergency setting

Outcomes (Phase 1)
• 2000 women benefited from 6 cash transfers of USD 52.5 • USD 320,846 were channelled into the local economy • 1 private veterinarian and 40 livestock auxiliaries have been installed • 269,875 animals were treated or vaccinated • Actions carried out to promote peaceful conflict management (Caravan for peace, cross border meetings of livestock keepers, municipal workshops)

Axes of intervention (Phase 2
• Cash transfer (cash for training for women), cash for work • Sanitary protection of animals • Establishment of pastoral filed schools • Establishment of bourgou production sites (Echinochloa stagnina) in river areas, with 20% of female producers
