Contexte
The absence of Dayr rain in Hiran region, the pasture availability has become very scarce and in most pastoral zones grazing land has depleted, water sources has dried up, these combined factors led to the decline of animal body conditions, old and weak ones to die, and in some areas increased livestock mortality, low market demand and low market price of the animals. The other un ignorable fact of this pastoralist community is that there is increasing cost of livestock watering since most of the water sources such as Shallow wells, berkads have dried up. All these multiplied factors created a humanitarian catastrophe in the entire regions of Hiran but badly hit in Maxaas and its surrounding villages where there is no kind of humanitarian assistance for the past GU and Pre-Gu seasons. The immediate needs of these drought affected people in Aboorey (960 individuals), Beero- yabaal (690), Dib-ugal (720), Jujuule (1,080),Moqokori (810) and Sagal-geed (630) is emergency provision of water to save their lives. Most of these people in the above 6 big villages of Bulaburte are internally displaced traditional pastoralist who escaped with their few remaining livestock.

Présentation
Emergency interventions to support the drought affected pastoralist is necessary to halt the stripping of the situation into uncontrollable condition. This project proposal aims to provide water to 4,890 vulnerable drought affected individuals of which 2,140 male and 2,750 female in order to save their lives and their remaining weak livestock. RRP will : 1. Select a total of 4,890 individuals and a total of their livestock : 28,525 goats and 4,075 camels. 2. Issue serialized vouchers to give the targeted pastoralists so that they will take to the water supplier when fetching water. 3. Make agreement with the water suppliers and money vender. Thus the selected the water supplier will only give water to those who present vouchers as far as this agreement is concerned and the water agent take the vouchers to the chosen money vendor for payment, then the money vendor submit the paid vouchers to RRP and 4. Finally, RRP validates vouchers by double checking the information on the vouchers and pay back the money to the Money vendor.
