Based on the needs assessment carried out by ADO from December 15 - 18, 2010 and FSNAU quarterly brief issued on December 16 2010 it had been reported that acute water shortages of the pastoral communities in Sanaag region due to the failure of the Deyr rains. In particular diminishing supply of water availability and depleted pasture had been observed in El Afweyn, Garadag and Erigavo districts of Sanaag region. At the moment, many pastoral households who depend on rainwater for both human and livestock consumption are undergoing severe droughts. The current drought has become a humanitarian crisis because distances between healthy pasture and water have greatly increased as a result of desertification. Poor and middle wealth-group pastoralists are unable to walk the distance from water points to good pasture resulting in mass loss of livestock. As a result of the drought the percentage of saleable animals has started to decrease by 1-2% according to the field information given by community elders. Also the animal body condition is drastically deteriorating. There is increasing recognition that emergency responses need to take into account the livelihoods of the affected populations- not just ‘saving human lives’ but also ‘ protecting and strengthening livelihoods’. The protection and strengthening of livestock as a key livelihood asset is therefore central intervention of this project proposal which aims at intervention that limited disruption to long-term to livestock response in emergency situation. To respond timely for drought problems, ADO intention is to address water shortage by supplying safe drinking water for animals and poor households through voucher system that can be convert for water for 1 month in order to reduce negative consequence of the drought for the poor and vulnerable households.
