Résumé
This research analyzes the experiences of coexistence with the Semi-Arid developed by Articulação Semiárido Brasileiro - ASA, (The Brazilian Semi-Arid Articulation), a collective network of over one thousand civil society organizations working in the semiarid region. The study addresses the Brazilian semiarid, one of the largest and most populated semi-arid regions of the world, from the elements that characterize it as the weather, the savanna biome, population and culture. Demystifies the drought as the main problem of the region, because not be restricted to a physical-climatic factor, but as a social, cultural, political and economic issue. It shows that the negative and derogatory image of the Semi-Arid, as dry and inhospitable place and indolent people and unable to develop, as the fruit of stereotypical construction on the Northeast, which took place from the beginning of the twentieth century. It displays the concentration of land, semiarid occupation resulting occurred with the implementation of huge estates, since the early days of colonization, through the granting of land grants by the Portuguese crown and it has been the leading cause of disability of regional development. Challenging the paradigm of combating drought, several civil society organizations have intensified the debate on coexistence with semiarid conditions, which resulted in the emergence of ASA in 1999. Social organizations integrated into the ASA have been able to develop and implement public policies on access to water for diffuse population of the region, with the assumption coexistence with semiarid conditions. This paradigm press for the frontiersman new relationship with nature, from the perspective of a social, economic and environmentally sustainable development. From 2003 to 2015, the ASA through Programas Um Milhão de Cisternas - P1MC and Uma Terra e Duas Águas - P1+2 (The One Million Cisterns Program and One Land and Two Waters) benefited more than two million and a half people. The survey was conducted in rural communities Pau Branco and Tanque de Claudiano, both in the municipality of Riacho de Santana, located in the southwestern region of Bahia. We analyze the impacts promoted by the implementation of rainwater harvesting technologies for human consumption and food production, as well as its limits and its possibilities
