angeland degeneration is one of the hottest issues of the rangeland research, in view of the fact that the current qualitative research on rangeland degeneration are more prevelant, but the quantitative investigation are relatively lacking, the micro-scale research are more popular, the macro-scale research are scare. Focusing on the problem of lacking reference system in the rangeland degradation research in the context of 3S techniques, an attempt was made to established the idea of using the climatic mode to predict potential herbage yield, using remote sensing model to culculate actual herbage yield, and consequatly to assess degree of rangeland degeneration, and to study Hulunbeir rangeland degradation to take Evenk Autonomous Banner as example. The main results are summarized as follows:1. The paper established the climate herbage yield prediction model by using the precipitation and temperature factors as main parameters to simulate rangeland primary production, which was expressed as y=100.209+1.6410x-0.00559x2(R2=0.4713, P<0.01). The model established by ground spectrum NDVI and herbage yield could be expressed as y= 408.7x-83.178(R2=0.6028, P<0.01). The optimal regression model established by curve estimation regression on ground spectrum NDVI and same time-period’s MODIS NDVI could be expressed as y=0.8939x0.786 (R2=0.9302, P<0.01).2. The interpolation technique was used for spatialization of precipitation and temperature parameter of the climate model and grid calculation technique was used to realize spatialization of herbage production which predicted by the climatic model and remote sensing model. The model accuracy tested by the data of actually measured herbage yield on ground. The accuracy had a certain difference in various types of rangelands in the study area.3. The research and analysis of the degree of rangeland degeneration of the study area in different years indicated that the degree of the rangeland degradation dropped from 0.0926 in 2000 to 0.0750 in 2009 on the whole and the average degree of the rangeland degradation in the 10 years was reduced 0.0014
