Description
A major challenge for the Senegalese society is the unemployment of young people, especially in the country’s urban centres. The formal sector of the economy does not have sufficient capacity to absorb the growing number of young work seekers. To remedy this situation, the programme ‘Youth Employment Promotion in Urban Areas’ aims at promoting youth employment in small, medium and micro enterprises (SMME) of the formal and informal sectors of the economy. Consisting of one financial and two technical assistance components, the programme is set up in such a way that the components complement each other in order to achieve maximum synergy between the individual interventions as well as to cover the range necessary to meet the existing demands. The goal of the financial assistance component is to improve the SMMEs’ access to adequate financing provided by private microfinance institutions. The objective of the first technical assistance component is to enhance the institutional framework conditions for SMME.

Objectifs
The second technical assistance component, ‘Combating Youth Unemployment in Urban Areas’, aims at enhancing the employability of urban youth in selected areas of the formal and informal economy. To this end formal and non-formal vocational education and training measures will be developed, tested and implemented on a large scale. The promotion of entrepreneurship and self-employment will be an additional focal point. Furthermore, models for career counselling for young people will be designed and new placement methods in formal or self-employment will be tried out and adopted. The relevant Ministries will be advised in all technical aspects of vocational education and training and will be assisted in developing their human resources and organisational capacities.
