Résumé
The water scarcity issue in many regions of the globe, accompanied by the accelerated population growth and arising climate change, are one of the many concerns connected to the management of water resources, particularly with regard to the consumption needs satisfaction, both in qualitative and quantitative terms. The potable water supply for consumption, or for other ends, and the discharge and reuse of the urban wastewater, require in advance a set of treatment processes as rigorous as the quality level pretended, taking into consideration factors such as the human health, the human exposure, and the kind of water use activity. This dissertation intends to contribute to the implementation viability evaluation of an integrated system of water supply and domestic wastewater treatment, in the city of Praia, Cape Verde, between the years of 2015 and 2035. Cape Verde is a country facing serious problems concerning water resources, since there is scarcity of rain and underground water reserves. Surrounded by sea, almost all the municipalities’ water supply comes from the desalination process of sea water, through the membrane technology of Reverse Osmosis (OI). To such effect, a characterization of water management system and city water waste was made, to understand how they work according to the data obtained. In 2014, about 90% of the water distributed to the population of Praia (10.000 m3.day-1) was coming from the water desalination of the ELECTRA central. In the same year, the daily flow rate of waste water affluent of ETAR of Palmarejo was 2245 m3.day-1. The deficient coverage of waste water drainage of the city (26.5% according to inquiry) is the main reason for the low affluence of WWTP. An inquiry was held to 260 residents (direct contact), to obtain a perception about the population’s knowledge in this field. Then, the comparative evaluation of the water obtainment for the green areas of the city irrigation proceeded, according to the desalination and treated waste water reuse techniques. With the reuse of treated waste water in the irrigation of the city of Praia’s green areas (92,4 ha), it has been concluded that, in the end of the next 21 years, in the desalination, about 32 million euros (3.520 million CVE) will be saved. According to the analysis realized, it has been concluded that the volume of treated wastewater storage to be conceived (estimated based on the month with more irrigation necessity in the horizon year, June of 2035, assuming a one day TRH) is of 5.000m3.
