Résumé
In recent years, maintenance and rehabilitation of highway networks has become a central issue in most highway agencies due to scarce funding coupled with the rapid increase in total length of the network. Consequently, it has become increasingly necessary to identify more important distresses and evaluate the paved road surface condition.This thesis provides an analysis and evaluation of distress types based on the PCI method ; in addition it provides an analysis for the establishment maintenance activities for rural paved roads in Libya. Sufficient data was collected from Libya for several roadway links located at different regions and climates. The data covers of 173 sections representing 15 roadway links with a total length of about 519 kilometers located at different regions. Thy analysis in this thesis was conducted to study the characteristics and distribution of pavement distresses and to identify the common pavement distresses for each region type in Libya. The thesis was devoted to recommend and evaluate the maintenance activities for rural paved roads in Libya. Based on some previous studies, the maintenance activities for each distress type were suggested and the PCI levels for major maintenance were identified. Furthermore, according to the cost estimation, a proposed optimum formula for the alternative of the reconstruction decision for the road has been chosen. The result of this analysis showed that The distribution of the PCI values is skewed towards the low PCI values, with an average PCI value of 53, the pavement condition in the coastal region were found to be generally in a better condition than that in the desert where the average PCI for the sections in the coastal region was 55 while the average PCI for the sections in the desert region was 48 region, the pavement condition in the minor roads showed better condition than the major roads, where the average PCI for the sections in minor roads was 69 while the average PCI for the sections in major region was 45, the distress types longitudinal & transverse cracks, potholes, alligator.
