Résumé
River eco-environmental flow(REF)plays a fundamental role in river health maintenance.In semi-arid and semi-humid regions,it’s hard to guarantee the basic REF due to severe conflicts between socio-economic water use and eco-environmental conservation,whereas there is still no specific methodology for the determination of REF with consideration of regional hydro-ecological and socio-economic characteristics.The dissertation brings forward the methodology of Holistic Eco-environmental Flow Assessment in Semi-arid and Semi-humid region(HEFASS)and its application in the Weihe River of Shaanxi Province to improve the REF research and river water resources management.On basis of the overall review on advantages and disadvantages of current REF assessment methods,the dissertation puts forward and illustrates in detail the integrated structure and methodology system of HEFASS according to the coupled characteristics of hydrological processes,eco-environmental system and socio-economic system in semi-arid and semi-humid regions.The HEFASS first analyzes the current situation of river eco-environmental system and corresponding protection objectives,and then completes theoretical calculation and integration of eco-environmental flow components on basis of hydrological simulation and response relationship of hydrological alternation and rive ecosystem.After that,the theoretical results of REF are revised according to the negotiation with relevant stakeholders to balance the scientificity and feasibility of the final REF.The HEFASS simulates the variation of hydrological processes in semi-arid and semi-humid regions by the distributed hydrological model WEP-L under natural status and different combinatorial scenarios of natural variation,land use and land cover change,as well as water use,to provide reference states for theoretical calculation of REF.Besides,the attribution analysis of natural and socio-economic factors on hydrological alternation gives quantitative basis for the negotiation and feedback between stakeholders considering the water use conflicts between nature and human in semi-arid and semi-humid regions.The HEFASS improves respectively the theoretical calculation and socio-economic negotiation in the determination of REF.The REF of Weihe River in Shaanxi Province is studied by HEFASS in the dissertation.The river base flow,aquatic ecological flow,environmental flow,sediment transport flow and water replenishment for wetland and artificial poor,make up the eco-environmental targets according to spatial and temporal evolution analysis of river runoff and eco-environmental investigation on the Weihe River.The background conditions of local hydrological characteristics are simulated by the WEP-L model,and the response relationships of hydrological alternation and rive ecosystem,especially the habitat suitability of aquatic animals,are established.At last,the REF for 24 sections of the main stream of the Weihe River and 30 sections of corresponding 18 tributaries are determined by negotiation of stakeholders roundtable based on theoretical results.The REF outcome has already been adopted in the river management of the Weihe River in Shaanxi Province,demonstrating the scientific,integrated and practical property of the HEFASS method.It’s applicable and meaningful to determine the REF by HEFASS for the ecological oriented water resources in semi-arid and semi-humid regions
