Présentation
The overall objective of the project is to strengthen decentralized democratic governance promoting local economic development and the creation of new jobs in Tunisia. The project description identifies three core areas of intervention : 1) Support to decentralisation and democratic transition with a focus on the central government led decentralisation reform process ; 2) Support to strengthen the capacities of municipalities in terms of local governance and service delivery with a point of departure in the twelve municipalities that have already been supported, to which others will be added ; 3) Support to strengthening the capacities of municipalities in terms of local economic development in view of promoting employment and the economic attractiveness of selected cities. Taking into account the national context and the lessons learned from the first phase of PAGUDEL, the second phase of the project is presented as an integrated programme that seeks to capitalize on, generalize and institutionalize its achievements from the first phase on the one hand and accompany institutional reforms, both at the national and local level, on the other hand. The aim is to operationalize decentralized and democratic management geared toward economic development and employment, the guarantors of the sustainability of a peaceful democratic transition in Tunisia.
