Contexte
Germany has been supporting Botswana through development cooperation since 1974. In the short time since obtaining independence in 1966, Botswana has developed from one of the poorest countries in the world into an upper-middle-income country. Despite its considerable progress and obvious development, Botswana still needs to overcome many challenges. The technical and vocational education and training (TVET) system is unable to supply an adequate number of appropriately trained workers. Existing training courses do not address the actual needs of enterprises, and graduates are not well enough trained to exploit the opportunities on the national labour market. The vocational institutions lack the curricula, the human resource and the organisational capacities to provide needs-based training.

Objectifs
In selected vocational institutions, appropriate curricula, human resources and organisational capacities have been developed for the provision of needs-based vocational training in specific occupations.

Approche
GIZ is advising its partner institutions on raising the performance of TVET actors, and on bringing sustainable improvements to the quality of their vocational training courses. The programme, which is co-financed by the Government of Botswana and the Botswana Chamber of Mines (BCM), will continue the efforts of the earlier programme ‘Capacity Development to achieve Botswana’s Vision 2016’ (2008-2014). Botswana will position itself as an education hub for the region. The programme is divided into four areas of activity : Improving the quality and labour-market relevance of training courses at TVET colleges (needs-based training) Training teaching and management staff of vocational institutions and Enterprises Increasing private-sector participation in vocational Training Establishing a pilot scheme for the training of skilled trades for the mining industry Local-level interventions at four selected TVET colleges are being designed as pilot measures that are transferable to other locations and occupations. The programme will then support the gradual dissemination of the successful pilot approaches. At the regional level, the programme supports the MOESD’s Department of Technical and Vocational Education and Training (DTVET), which is responsible for TVET institutions and teacher training, and which will also promote the spread of the pilot approaches. Technical advisors are deployed to assist DTVET in developing training content, curricula and examination modules. Practice-oriented teaching staff will work with local teaching personnel to support the use of the curricula. To ensure greater practice-orientation of training courses, private enterprises are being closely involved in the planning and implementation of the TVET processes : revising curricula, selecting applicants, and providing training placements and practical work experience, and holding examinations. This will help reduce the current discrepancy between the standard of training on the one hand, and labour market requirements on the other. It will also improve both the employability of the graduates and the competitiveness of the enterprises.
