Résumé partiel
This study was conducted between the time period of Oct 2015 to Nov 2016, and it aims to identify the effect of the water reality in South Hebron, more specifically the residential areas of Yata, Dura, Al-Dahryia and Al-Samou’ on the food security of self-production agriculture. This study contains three samples, which included members of active agricultural associations, a purposive sample of leading farmers and another deliberate sample of workers in the fields of water and agriculture. The researcher used the descriptive analytical method in this study which is the most appropriate approach to this type of study, he also designed a questionnaire that targeted association members and farmers, then the results were analyzed statistically using SPSS, in addition, structured interviews with pre-determined questions were conducted with a group of experts and decision makers which was analyzed accordingly. This study concluded that the water situation in the region is greatly affecting the population’s ability of agricultural production which hinders selfcontribution to providing food security. This was apparent through a bunch of results, most notably : water prices in the targeted area is not subject to the standards approved by the Palestinian senate decision N. (1) year 2013, and it’s cost is much higher than any other standard cost. The water situation is negatively affecting the farmers’ abilities to produce and develop their products, and the reason for that is the scarcity and high pricing of water. The water reality is also leading to an increase in the cost of agricultural production and water fees are adversely affecting the standards of living in general, which in turn affects other living requirements. Water harvest provides 53% of water for 81% of people in this study, local governments provide 63% for 54.5% of people and private sections provide 24% for 53.8% which shows that no one source is enough. Moreover, there are unofficial water providers who are illegal according to the Palestinian water law, they provide water with different prices and less quality from standards. Israeli occupation is the main reason for water scarcity in the region, through acquiring water sources and disabling the Palestinian authorities from managing and developing their water resources.
