Résumé
The study was conducted between October 2012 and May 2013, with the aim of drawing a model for a complementary relationship among Palestinian institutions in charge of managing the natural resources. It was based on the descriptive and content analysis methodologies، and the data was collected with the help of interviews with purposive sampled experienced staff at the targeted institutions، whether public sector، NGOs، private sector or research centers in Ramallah and el-Bireh province، in addition to the review of previous studies، and analysis of the related laws، legislations، as well as the web sites of the surveyed institutions. The results showed that : there is obscurity in the meaning of the complementary relationship among the respondents، positive trend towards the natural resources management (NRM)، governmental bodies were the most effective in NRM، while NGOs، research centers and private sector were merely for profit. Most common practices by all institutions included planning، coordination، researching and databases establishing. Key active institutions in NRM are Ministry of Environment، Water Authority، Ministry of Agriculture and Ministry of Planning and Administrative Development، the institutional requirements for the success of NRM are poorly available in the Palestinian reality. According to the results the most important obstacles NRM was the practices of the occupation، and the administrative division of the land، and the lack of control of Palestinian institutions on natural resources، as well as lack of coordination between the various sectors، and lack of clarity of roles and wrestle between institutions in charge of NRM، and the weakness of the financing of related projects. According to the respondents finding a coordinating council between in charge institutions is the best suitable model for sustainable NRM، on the other hand the study believes that institutional complementation and sharing of responsibility between the related formal institutions with entrusting the presidency of the units responsible for each activity of this administration to the institution most competent، experienced and efficient ، in the active and effective participation of other institutions directly related to، and consult with the active participation of civil institutions، private and community and research، is the best model. Basically the study recommended, the need to create an institutional-body capable of managing a complementary relationship between relevant institutions (official, civil, private, academic and research and community), while taking advantage of consultation, cooperation and different levels of networking, integration and replacement in cases of necessity, and on the basis of specialty, professionalism, and educational and field experience of the individuals and institutions, in the context of the roles prescribed by law and national or institutional strategies, and/or agreement between those institutions, with an emphasis on the necessity of the existing relations supports the complementarity
