Résumé
Since the eighties of the twentieth century, the Patagonian spaces have faced profound changes. The rural spaces entered in an acute crisis product of the deepening of the decline of the cattle activity and the rural exodus. Progressively, there was also the expansion of mining, tourism and agricultural activities, natural conservation, recreation and other functions of the spaces that implied important land acquisitions by new actors. In this thesis, these transformations are analyzed with the interpretative model of rural fragmentation. The model is adapted for application in rural areas with significant levels of heterogeneity in the functions of spaces. The methodological strategy used is the study of multiple cases at two spatial levels of analysis : at the level of rural establishments and actors and at the level of rural areas. The case study is developed with research techniques that give prominence to local actors in the process of knowledge creation. The statistical, cartographic and documentary analysis is a complement to a field work that includes the observation and the concretion of semi-structured interviews. The analysis of the spatial logics of the actors shows the decline of peasant territorialities and the proliferation of new ways of experiencing and / or controlling rural spaces. Trends that are explained by rural exodus processes, adaptive strategies of producers and land acquisitions by urban actors and companies that dissociate land use management from business decision-making. The analysis of the valuation logic of the territorial resources shows how the new valuations were translated into new objects and the resignification, abandonment or removal of the inherited objects, in concentrations and / or subdivisions of rural lands. In the approach to scale of rural areas, the distribution and proportions of the different logics are shown, and consequently different processes and levels of transformation. This analysis focuses on the Central Plateau of Santa Cruz and the Middle Valley of the Chubut River and the adjacent plateaus, two areas immersed in different processes of change that favor the analysis of relationships, conflicts and / or tensions. Finally, by way of closure, emphasis is placed on actions that could help to avoid deepening the problems derived from the transformations. The thesis advocates the generation of institutional instances with powers to operate in complex rural areas, to manage conflicts and relationships and also for updates in the rules that regulate land transactions, and in the application and control mechanisms.
