Rainfall is one of the most changeable climatic parameters in each climate zone that its long-term deficiency can create drought and its severe and prolonged abscission can lead to flood. So impressibility of drought and flood phenomena from weather condition is obvious and will change with change in rainfall specification such as the amount of rainfall, intensity and duration of rainfall as well as features of flood like amount of flood, duration time of flood and occurrence time of flood and severity and period of drought. In addition to the role of natural factors in changing climate, also human have an effective role in the severity and extent of climate change. In this study daily discharge data from hydrometric station of Safarmahalleh that is located in the route of river Havigh were selected for initial study. So the statistical period for this study is a 30-years. Then, using specialized and general software and application of ANP after entering studied discharge data of hydrometric stations, Average, quarterly and annual discharge values, as well as determine the maximum amount of flood and determine the amount of flood volume and its duration time, their changes trend during the statistical period were investigated. Checking the changes trend of yearly average discharge shows that in river discharge has almost fallen. Also River discharge changes trend in different seasons show that the river discharge in seasons of spring and summer have generally a decreasing trend. While in autumn season is variable and no particular process is see in the river. The number of flood, time, and its duration and volume does not follow a particular trend. According to the observations in the upstream sector of river, the number of flood is rising, but its duration time is declining which can be affected both by climate condition and its changes to time and by changing the land use. Finally, with regard to revolt time of the Havigh basin that according to a result of study is in the late September and early autumn, and determine the volume of runoff from rainfall and revolt levels in certain locations in the waterways of the basin and identifying the influencing factors in occurrence of floods in the studied area helped to flood forecasting and reducing the destructive effects of floods and efficient use of it, greatly reduced the damage and this fierce appearance of the nature used to favor the human and by directing the flood both used from its sediment and strengthened the regional water resources.
